Amr Safwat

Manager of the African Multilateral Affairs at the International Relations Central Department, Ministry of Communications and Information Technology (MCIT)

Mr. Amr Safwat is currently the Manager of the African Multilateral Affairs at the International Relations Central Department, Ministry of Communications and Information Technology (MCIT), Egypt. He has more than 18 years of extensive experience in digital diplomacy, setting and implementing ICT for development initiatives with international development partners, and formulating policy recommendations on cooperation with regional and international stakeholders.

He has a long history of developing and managing partnerships with multi-stakeholders on the regional and international levels with a special focus on Africa.

Mr. Safwat leads MCIT’s continental outreach in Africa and is its official representative in the different African intergovernmental organizations. He spearheaded the development of the African Continental strategy on Artificial Intelligence through his chairmanship of the African Union Working Group. He is also leading the AI portfolio of the African Telecommunications Union (ATU) Working Group in preparations for the ITU Plenipotentiary Conference 2026. Moreover, he is the Chairman of the ATU’s Working Group mandated to develop the African common stance for ITU’s World Telecommunications Development Conference (WTDC) 2025.

He holds a Master’s degree in Public Administration from the Lee Kuan Yew School of Public Policy, National University of Singapore and another Master’s degree in Euro – Mediterranean Studies from the Faculty of Economics and Political Science, Cairo University.
